Job Overview

(1) Develop, implement and monitor finance, HR, and
administrative policies and procedures as required and
ensure compliance with applicable laws and regulations

(2) Support the SOE Commission in staff recruitment, HR
planning, capacity development and annual performance
appraisal.

(3) Ensure accurate and timely recording of accounting data,
general ledger files to produce timely financial and
management reports on a quarterly and annual basis for
onward transmission to the Commission.

(4) Observe strict compliance with GAAP and IFRS standard
guidelines and be ready to apply the same to standardize the
SOE accounting systems and financial reporting systems.

(5) Oversee the bank accounts and produce monthly accurate
bank reconciliation statements. Assuring that cheque
disbursements and petty cash payments are made within the
threshold set by the Commission and against verifiable
accounting documents.

(6) Ensure compliance with GPPA procurement policies and
annual procurement plans for all goods and services as per the budget.

(7) Lead and coordinate the annual budget process and ensure
that the approved budgets are diligently implemented and
quarterly Budget Performance Reports are submitted for the
attention of the Commission.

(9) Support the Executive Secretary and the Commission with
any other tasks assigned.

Qualifications & Education:

1. MBA, MSc in Accounting, Finance or Equivalent

2. ACCA, CIMA, or other equivalent Professional
Qualifications highly desirable
3. Excellent financial management, accounting and
administrative skills
4. At least 10 years of relevant experience working in a
similar institution (public or private sector) at senior management level
5. Experience in developing financial management systems

Skills:
1. Excellent verbal and written communication skills.
2. Excellent organizational skills and attention to detail.
3. Excellent time management skills with a proven ability to meet deadlines.
4. Ability to function well in a high-paced environment.
5. Extensive knowledge of office administration
6. Proficient with Microsoft Office Suite or similar software
